Human Resource Development Ministry unlikely to set up Coaching Institute regulatory body as recommended by a IIT Committee.

In response to the recommendation of setting up a regulatory body for coaching institutes by Committee comprising of IIT Directors, Official sources said it was “not the ministry’s job to regulate private coaching institutes”. Instead, the ministry would take “effective” measures to “gradually” improve school education system, besides bringing in changes in the current format of entrance examinations conducted for admissions to centrally funded technical institutes in a couple of years.


“It is not the ministry’s job to regulate private coaching institutes. The ministry’s mandate is limited to determining the standard of education in the country, in coordination with states and other stakeholders. The committee’s recommendations have not yet been accepted. The ministry is trying to find out ways to improve school education to reduce students’ dependence on coaching institutes,” official sources told Deccan Herald.

The report of the committee — which also suggested various measures to improve school education and make changes to the current format of the joint entrance examination (JEE) conducted for admission to IITs, NITs and other centrally funded institutes — has been placed in public domain for comments.

“People can comment on the report of the committee till November 30. The ministry will then take a view of the recommendations. But it seems highly unlikely that the ministry will accept the committee’s suggestion for regulating coaching institutes,” sources said.

Maintaining that the ministry cannot regulate private coaching institutes, official sources also referred to an affidavit filed by the Centre in Supreme Court in connection with a Public Interest Litigation in August. In its affidavit, the ministry categorically told the apex court that it was not responsible for “regulating or controlling” unrecognized private coaching centres, saying that its Constitutional duty was limited to “coordination and determination of standards” in educational institutions.
